Francis Mosley is the Head of Enabling Flexibility Markets at Ofgem, leading their policy development on digitalisation and decentralisation to enable flexibility. The team previously published a Call for Input on the Future of Distributed Flexibility and are currently developing policy on the Flexibility Digital Infrastructure needed to support distributed flexibility at scale, with a consultation due in the first half of 2024.Previously, Francis was an engineer in Ofgem helping advance strategic thinking on energy transition issues such as the role of innovation, energy flexibility, and decarbonisation of heat and transport. Francis has also worked in various technical roles at the Department for Transport and the Department for Energy Security and Net Zero.
