Ben Goodwin, Director of Policy and Public Affairs, Civil Engineering Contractors Association Ben joined CECA (Civil Engineering Contractors Association) in September 2025 as Director of Policy and Public Affairs. In this capacity he looks after CECA’s policy development and government engagement work, with the aim of improving the ways in which the UK’s economic infrastructure networks are maintained and delivered. He has spent the last 15 years working in policy and public affairs roles in the built and natural environment sectors. Before joining CECA he was Director of Policy and Public Affairs at the Institute of Sustainability and Environmental professionals (formerly IEMA), where he led a multi-disciplinary team broadly focused on working with UK government to deliver a greener economy. Ben's career has also included six years at the Institution of Civil Engineers (ICE). During most of this time he led the ICE's policy team with a focus on developing policy for the betterment of the UK's economic infrastructure networks, including working with government and the private sector to increase investment and unlock productivity gains in delivery. He has been a member of various government advisory boards and industry initiatives associated with the sectors in which he has worked in, along with speaking regularly at high-profile events and in the media. He currently sits as a member of the UK’s Construction Leadership Council.
