David Satti is Chief Executive Officer of WICS, with experience spanning strategic leadership, economic regulation and investment management. He was appointed Interim CEO in 2024 and became permanent CEO in 2025. During that period, he led WICS through significant change, bringing greater stability, clearer direction and stronger governance. He has strengthened leadership arrangements, sharpened accountability and supported more effective decision-making across the organisation. David has played a central role in shaping WICS’ strategic and regulatory agenda. He helped shape the 2021–27 Strategic Review of Charges, which was subject to OECD peer review, and played a key role in the development of Scottish Water’s long-term strategy. He now leads WICS’ preparation for SRC27, establishing the evidence base, strategic priorities and long-term framework for future investment and regulatory decisions. He works closely with Scottish Water and wider stakeholders on asset replacement, investment prioritisation and the delivery of the water sector vision for Scotland. Earlier in his career, David worked as an equity analyst in investment management. He is a CFA Charter-holder and holds a first-class degree in Mathematics from the University of Strathclyde, as well as an Executive MBA with distinction from London Business School.
