Philip is Director of Advocacy and Engagement at UK100. UK100 is the only network of ambitious councils led by all political parties working together to tackle climate change and deliver cleaner air. He joined UK100 in January 2024 and is focused on evolving our membership programme; research and advocacy work on devolution, clean air, energy, warm homes, and the co-benefits of local climate action. He co-led UK100’s recent work on the local energy transition, which Utility Week recognised when they named UK100 as their first Strategic Partnership of the Year in 2025. The programme delivered with UKPN DSO, has included a suite of toolkits and guides on: local area energy planning, EV infrastructure and flexibility; alongside an innovative training programme for local authorities. He has over 21 years of experience working in local and national government. Prior to joining UK100, he led politically on climate change, net zero and transport at London Councils and the Local Government Association. As the Mayor of Hackney, he unlocked award-winning work on regeneration, community energy, housing, active travel, clean air and the circular economy. He has extensive advocacy, engagement, campaigns and policy experience from both the political and third sectors.
