Sam heads up the Strategic Innovation Fund (SIF) in Ofgem’s Innovation Hub and is passionate about how we can come together to solve the innovation challenges on behalf of consumers. He believes that striving to solve our innovation challenges will both improve consumers’ lives today and critically move us towards a Net-Zero energy infrastructure that is fit for the future. Sam joined Ofgem in February 2024 from the Department of Health and Social Care, where he was the Head of Office for Digital Policy Unit, strategising on how innovation could best serve patients’ needs in the NHS. This included a plethora of projects ranging from cyber security, AI, data and tech policy and high-profile projects such as the award-winning NHS Covid Pass. Sam is particularly interested in how lessons can be learned cross-industry, to drive the Net Zero energy transformation for everyone.
